ok with a air conditioner you have the freon that's cold and you have
the obvious heat difference outside from the house you would be cooling
is it feasible through gearing to power a fan(to circulate the cold
air) with a thermostat to turn it off or disengage it
think about the amount of power that could be saved

There such a thing as a fan that runs on a wood stove, and the maker of that came out with a lower temperature model that is made for pellet stoves. It is possbile you mount cold side inside, with fan, and bottom to outside wall of house, .... IF you could magnify the heat collected on the base of the outside plate, with some sort of solar reflective collector or lens device.
It would save you about 5 watts.
